Policy on Program Growth and Other Actions

PURPOSE:

 

To establish formal written policies and procedures regarding the issues that require approval by the Graduate Medical Education Committee (GMEC) prior to submission to the ACGME.

POLICY:

 

New GME Training Program, Increase/Decrease in GME Training Program Complement

Both the development of a new graduate medical education training program and proposed growth in an existing training program complement will be based on institutional vision, priorities and direction.

 

With the expiration of the UC Memorandum of Understanding with the State of California, the University of California System-Wide mandated that each health sciences campus develop a Graduate Medical Education Enrollment Committee to consider requests for residency and fellowship program enrollment changes. The UCSD GME Enrollment Committee will work directly in concert with the UCSD Graduate Medical Education Committee.

 

The Program Director/Department Chair will submit his/her written request to the Associate Dean for Graduate Medical Education/DIO, detailing the reason for program development or program growth, the time line for the proposed action, and the resources available to meet both the financial and educational needs required by development or growth.

 

The Associate Dean for Graduate Medical Education/DIO will forward the request to the UCSD Office of Graduate Medical Education to place on the agenda for a forthcoming GMEC meeting. The Program Director will be invited to attend the GMEC meeting to present his/her request. The GMEC will assess the academic justification for program development or program growth and will forward its written recommendation via the Associate Dean for GME/DIO to the UCSD GME Enrollment Committee.

 

The Associate Dean for GME/DIO will present the recommendation of the GMEC to the GME Enrollment Committee. Following deliberation the written decision of the GME Enrollment Committee will be forwarded by the Vice Dean for Medical Education to the Program Director, Department Chair, and the Associate Dean for GME/DIO. The Program Director will be given approval to submit relevant material to the ACGME.

The DIO will report the decision of the GME Enrollment Committee to the Graduate Medical Education Committee.

 

The following actions will be presented in writing by the Program Director to the Graduate Medical Education Committee for GMEC deliberation and approval prior to being forwarded to the ACGME:

 

(Note: These actions will not be acted upon by the UCSD GME Enrollment Committee)

  1. Major changes in GME program structure or length of training;
  2. Additions and deletions of participating institutions used in a GME program;
  3. Appointment of a new GME Training Program Director;
  4. Progress Report requested by an ACGME Residency Review Committee;
  5. Response to proposed adverse action;
  6. Request for increase or any change in resident duty hours;
  7. Request for "inactive status" or to reactivate a GME training program;
  8. Voluntary withdrawal of an ACGME accredited GME training program;
  9. Request for an appeal of an adverse action; and
  10. Appeal presentations to a Board of Appeal or the ACGME.
