Associate Dean, Graduate Medical Education, UCSD

The School of Medicine, Division of Medical Education of the University of California, San Diego seeks an experienced and innovative physician to provide leadership for the Schools of ACGME accredited programs and to oversee the functions of and operations as the Associate Dean of Graduate Medical Education (GME). As Associate Dean for GME, this individual will report to the Vice Dean for Medical Education and the Chief Executive Officer for UCSD Medical Center and will hold a faculty appointment in an academic department of the School of Medicine. Job Description:
Associate Dean, Graduate Medical Education
UCSD School of Medicine

I. Introduction
The Associate Dean for Graduate Medical Education functions as the Designated Institutional Official (DIO) of the Accreditation Council for Graduate Medical Education (ACGME) with administrative authority and responsibility for oversight of the ACGME accredited programs at the UCSD Medical Center and its affiliated training sites. As the DIO for the Institution, the Associate Dean establishes and implements policies and procedures related to the quality of education and work environment for the residents in all ACGME-accredited programs. The Associate Dean is responsible for ensuring compliance with ACGME Institutional Requirements.

II. Duties and Responsibilities
    A. The Associate Dean has oversight responsibility for the functions, and operation of the office of Graduate Medical Education (GME), including all aspects of the housestaff training programs: appointments, payroll, insurance coverage, and certification of training. The Associate Dean has fiscal responsibility for Graduate Medical Education initiatives and interacts with School of Medicine and UCSD Medical Center leadership on GME budgets.

    B. The Associate Dean establishes and implements procedures to ensure compliance with Institutional and ACGME academic standards for all ACGME accredited training programs. This includes review of all program information forms (PIF) and any correspondence or document submitted to the ACGME by the program directors that either addresses program citations or requests, and /or changes in the programs that would have significant impact (including financial) on the program or institution. The Associate Dean represents the Dean of the School of Medicine during surveys of the individual training programs conducted under the auspices of the Accreditation Council for Graduate Medical Education (ACGME).

    C. The Associate Dean supports the ACGME Training Program Directors, facilitates their ongoing education and development, and aids them in securing institutional resources and support.

    D. The Associate Dean reports on the status of graduate medical education programs to the UCSD Medical Center and School of Medicine leadership: the Dean, Department Chairs, Senior Management Team, Faculty Council and Training Program Directors. This includes an annual report to the Medical Staff Executive Committee (MSEC) of UCSD Medical Center and other officials of affiliate institutions on the activities of the GMEC, such as resident supervision, responsibilities and evaluation, as well as affiliate hospital and program compliance with all institutional and ACGME standards.

    E. The Associate Dean assesses and communicates resource needs of the Programs, Program Directors and housestaff to the UCSD Medical Center and School of Medicine leadership. This may include GME staff, space, supplies and equipment, and technological support. He/she ensures that there are sufficient institutional resources for the effective implementation and development of the ACGME-accredited programs, in compliance with program and institutional requirements.

    F. The Associate Dean interacts with representatives at each of the affiliated institutions, i.e., Veterans Administration Medical Center, Children’s Hospital and Healthcare Center, Scripps Mercy Medical Center, Kaiser Permanente Medical Care, that participate in Graduate Medical Education regarding administrative and educational issues related to housestaff.

    G. The Associate Dean is the institutional representative and contact for matters of the National Residency Match Program (NRMP), Accreditation Council for Graduate Medical Education (ACGME) and with other regulatory bodies on matters of Graduate Medical Education. The Associate Dean represents the Dean of the School of Medicine at University of California system-wide meetings regarding housestaff issues and, when appropriate, the AAMC and local, state, and national forums on topics of GME.

    H. The Associate Dean ensures compliance with the House Officer Policy and Procedure document that describe due process procedures.

    I. The Associate Dean partners with UCSD Healthcare and Affiliated Hospital Leadership and Training Program Directors on issues and initiatives related to quality of care and patient care matters, as appropriate, when GME personnel are involved.

    J. The Associate Dean will develop and implement projects relating to GME as identified by the Dean, School of Medicine and/or appropriate faculty or hospital committees.

III. Direct Reports
The Associate Dean reports to the Vice Dean for Medical Education, UCSD School of Medicine and the Chief Executive Officer, UCSD Medical Center.

IV. Ex-Officio Role with Faculty Council Members

The Associate Dean is an ex-officio member of the Graduate Medical Education Committee (GMEC) and is Chair of the GMEC-Executive Committee representing the Dean, School of Medicine. The Associate Dean is an ex-officio member of the Faculty Council and the Committee on Educational Policy of the Faculty Council. The Associate Dean is also an ex-officio member of the Medical Staff Executive Committee of UCSD Medical Center.

V. Direct Reports to the Director of Graduate Medical Education and
Associate Dean, Graduate Medical Education

The Director and staff of the Office of Graduate Medical Education report to the Associate Dean, GME for all matters of Graduate Medical Education at UCSD. The office is currently staffed by one manager and five support staff.

Training Program Directors of ACGME approved training programs (faculty members in each clinical department), work closely with the Associate Dean on all matters of GME as set by institutional and/or ACGME policy.

The Associate Dean will have a working relationship with Clinical Department Chairs to support Graduate Medical Education, ensure compliance with expected standards of the academic programs, and to identify needed resources.
