Article
I: Name
1.
The official name of this Organization shall be the Asian
Pacific American Medical Students Association, hereafter abbreviated
as APAMSA
2. University of California San Diego (UCSD) is an official
Chapter of the Asian Pacific American Medical Students Association
(APAMSA)
Article
II: Purpose
This
Organization shall be guided by the following general principles:
·
To promote the dissemination of information relative to Asian
Pacific American issues in the field of medical education
· To explore and possibly resolve the unique challenges,
obstacles, and responsibilities specific to Asian Pacific
American medical students and physicians
· To provide opportunities for Asian Pacific American
medical students to give back to their community(ies) through
service
· To represent Asian Pacific Americans as a group within
the health care community at UCSD
· To be a resource for information on matters related
to Asian Pacific Americans
· To provide a forum for discussion of issues concerning
Asian Pacific Americans in health care
· To provide a link between students and faculty of
Asian Pacific American background
Article
III: General Nature of the Constitution
1.
APAMSA at UCSD is established as an Organization by this Constitution.
2. APAMSA at UCSD shall conduct itself according to the provisions
of this Constitution, the regulations of UCSD, the regulations
of the Asian Pacific American Medical Students Association
(APAMSA) and the laws of the United States.
Article
IV: Membership
1.
The General Membership of APAMSA at UCSD shall consist of
students and faculty who are affiliated with UCSD and who
are interested in issues related to Asian Pacific Americans
and health care.
2. APAMSA at UCSD will not deny memberships on the basis of
race, age, color, sex, religion, national or ethnic origin,
sexual orientation, or physical disability.
Article
V: Officers
1.
APAMSA shall have six permanent officers: President, Vice
President of Administration, Vice President of Academic Affairs,
Vice President of Community Affairs, Vice President of Political
Affairs, and Vice President of Finance
2. The permanent officers shall hold equal power and responsibility
while maintaining specific and separate duties outlined below:
a) The President is the chairperson of all general
meetings; schedules regular meetings and ensures their proper
and timely publicity; maintains communication among the officers;
represents local chapter at National Conference. In the event
of a deadlock, the president will have the deciding vote.
b)
The Vice President of Administration is responsible for maintaining
a current list of the General Membership; records an accurate
record of attendance at meetings and activities sponsored
by APAMSA at UCSD; keeps a record of minutes from meetings;
maintains the organizational archives and history.
c) The Vice President of Community Affairs represents
APAMSA at UCSD to external groups and individuals; organizes
community outreach programs such as health education among
Asian Pacific American communities and donor registration
drives.
d) The Vice President of Academic Affairs is the
primary liaison to the faculty of UCSD; recruits
and organizes speakers for seminars at UCSD.
e) The Vice President of Political Affairs is
concerned with health care policies, human rights issues,
immigration policies, and disparities in health care access
in the Asian Pacific American community; educates members
and community about future and current political issues and
their impact.
f) The Vice President of Finance is in charge
of fundraising; manages APAMSA at UCSD financial accounts,
organizes and monitors budget expenses.
g) In addition, the following responsibilities
shall be shared equally among the permanent officers: delegating
temporary projects and responsibilities, coordinating votes
on special issues/events, holding final accountability for
the functioning of the Organization.
3. To become eligible for the office of any executive positions,
a member must be a student who is currently matriculated in
one of the following schools or programs at UCSD School of
Medicine and UCSD School of Pharmacy
4. The permanent officers shall be selected in a general election
to be held annually.
5. The permanent officers shall serve for terms of one year.
6. No person may hold more than one office at a time.
Article
VI: Faculty Advisor
1.
APAMSA shall have one Faculty Advisor.
2. The Faculty Advisor shall be consulted regularly to discuss
and evaluate ongoing and future activities of the Organization.
3.
The selection of the Faculty Advisor shall be done in the
following manner:
a) The permanent officers may nominate any member
of the faculty of the Schools of Medicine and Pharmacy.
b) Members must be properly notified of the nomination
and the time and place of the confirmation vote.
c) Confirmation of the nominee must be by a three-quarters
vote of those present.
4. The Faculty Advisor may be replaced at any time in the
manner outline above, but otherwise may serve a term of indefinite
length until he/she chooses to step down.
Article
VII: General Meetings
General
Meetings shall be held at least once every four weeks during
the academic year for the purpose of determining policies,
schedules, and other official business and should be publicized
appropriately.
Article
VIII: Voting
The
power to vote shall be accorded to members who fulfill one
of the following criteria:
1.
Attendance at least two out of three consecutively held meetings
during the current or previous academic year.
2. Possession, past or present, of an elected position within
the organization.
Article
IX: Amendments
Once
ratified, the Constitution may be amended only in the following
manner:
1.
Amendments to the Constitution must be proposed by a member
at a General Meeting.
2.
All members must be properly notified of the proposed amendment
and the time and place for the scheduled vote.
3. Final approval of the proposed amendment must be by a three-quarters
vote of those present.
Article
X: Ratification
This
Constitution was ratified by ninety percent of the vote of
those present at the General Meeting on Tuesday, November
4, 2003.
